Indeed we need to recognize the progress with GoK ICT over the years. Although the skeptic will question the efficiency at which the progress has been achieved (resource wise), we need to give credit for at least having the intention to progress and getting somewhere with the intention. 

Government departments and parastatals also need to move away from achieving the easier task of setting up physical infrastructure (networks, communication equipment, PCs, printers, laptops etc) to facilitating flow of GOK data for evidence based decision making. Merely running email and financial management systems remains basic in my view. More structured data and information needs to start flowing across departments and amongst its customers (esp. the public) to foster a culture of evidence driven decision making across the board. The government also needs to take the concept of 'Open Government Data' (eg http://www.data.gov/) more seriously.

This is at the office of the Prime Minister which is a clear indication that there was more done to the building than just interior refurbishments.
