Hi,
it appears that this is the final outcomes document for WSIS+10, appeared minutes ago (i.e. around 2 AM EST of the US):
The previous one I had, from December 7, was numbered 95688 so this at least seems to confirm it's the latest version.
Caught it through a friend's retweet of a UAE mission tweet, then went to #WSIS10 search for the document's URL.
I'm sending this before reading, given the urgency of the matter.
