Kindly note that the Conference, at its start on 20^th October 2014, arrived at the decision to have provide access to all input documents, as well as the outcome of the Conference to the public. This proposal was endorsed by the Heads of Delegation and is in effect. All deliberations are webcast and the transcripts are also available on the website at the link: http://www.itu.int/en/plenipotentiary/2014/Pages/webcast.aspx.

I believe this will help dispel the misconception that some documents/deliberations/contributions are not openly available.
