This is so helpful, thank you! Is the sponsor open to conversations? Has he said what problem he is trying to solve with this? Is there a sense that if this bill is voted on, it will pass? If it’s not possible for it to be withdrawn or appropriately amended (although it’s hard for me to see how it could be appropriately amended), is there room for KICTAnet to engage directly with legislators? We were advised about the process of withdrawal of a Bill, which is that only the sponsor can withdraw it, with the leave of the Speaker. We nevertheless presented our memorandum and our position was similar to the Ministry's position- that the Bill is not grounded on sound policy and should be withdrawn. Committee insisted that they had 21 days in which to report back the Bill. They asked for proposals to amend what we thought were problematic clauses and there was another hearing before the committee on 28th July. Committee is still discussing stakeholder views before reporting back the Bill. Just another thought that has not so far been raised: Engineers are also 'ICT Practitioners', so are some lawyers, so are some doctors, so are many other professions, which each already have their own registration. So they now must ALSO be registered as ICT practitioners? -- Tony White _______________________________________________ kictanet mailing list kictanet@lists.kictanet.or.ke https://lists.kictanet.or.ke/mailman/listinfo/kictanet<https://urldefense.proofpoint.com/v2/url?u=https-3A__lists.kictanet.or.ke_mailman_listinfo_kictanet&d=CwMFaQ&c=5VD0RTtNlTh3ycd41b3MUw&r=ArvepG4_wcNu_X9xi3nb_Xa9WsGLVfmK6mwPdVONOTE&m=BZxtaq8uB3fDkITH9MWyMaigfl_Ub9Yxp9hzPdF1JUY&s=ZClUlFE_eX-PWgEFDX24yDQVeJFx71KJfa_Of5bLBpk&e=> Unsubscribe or change your options at https://lists.kictanet.or.ke/mailman/options/kictanet/awatila%40yahoo.co.uk<https://urldefense.proofpoint.com/v2/url?u=https-3A__lists.kictanet.or.ke_mailman_options_kictanet_awatila-2540yahoo.co.uk&d=CwMFaQ&c=5VD0RTtNlTh3ycd41b3MUw&r=ArvepG4_wcNu_X9xi3nb_Xa9WsGLVfmK6mwPdVONOTE&m=BZxtaq8uB3fDkITH9MWyMaigfl_Ub9Yxp9hzPdF1JUY&s=2-RSLwnKGTEjO7BftLgSrtxN1BNkeyFWVtx-9QqNk-0&e=> The Kenya ICT Action Network (KICTANet) is a multi-stakeholder platform for people and institutions interested and involved in ICT policy and regulation.
