With the country set to move into a county government model, I'm wondering whether there's a framework in place (or in development) to ensure that the use of ICT in those governments is harmonized and that e-Government remains coordinated. My concerns are mostly about:
- The level of autonomy county governments will have in regard to choice of platforms for e-Government. For instance, will they be allowed to choose their own health information system to manage healthcare delivery or disparate systems for the collection and management of local taxes?
- The likelihood that different county governments may adopt varying standards for data formats, operating systems etc making inter-operability at the Government-to-Government (G2G) level difficult.
- How the transition will affect human resource capacity to support existing systems such as those electronic medical records systems running in some hospitals and whether there's a way of mitigating the risk of systems with no local (county) support.
