Dr Ndemo,
Thank you for sharing the "People centered internet " approaches .
IAWRT and the Web foundation just released a report that highlights the desirables you mentioned like affordability of internet, accessibility, availability, user generated content/ desired content as opposed to available content, knowledge and application among others. Though the focus was to identify gender gaps, the results would be useful in determining general uptake and use of ICT .

Dear Listers,
I had the privilege of representing Africa at a global discussion on
People Centered Internet(PCI) http://peoplecenteredinternet.org/ and
although we came with desirable properties of PCI, we thought it would be
wise to seek input from different communities before we finalize the
discussion.  This is therefore to request you to contribute to this noble
cause.

The technologies are there but we need to understand the desirables first.

Ndemo.
