The said section 48 was made before enactment of the Data Protection Act. Is it not time that it was revised to align with data protection? For example, most security guards are not aware of data protection and will sometimes expose personal information when writing in the books. Sometimes there are better and more practical ways to keep security information without exposing people's telephone and ID numbers. Retaining identity documents might not directly solve the problem though. So that’s a data protection issue. Most ID pictures were taken when subjects were teenagers. Holding that ID for a week will not help with identification if I submitted a wring one.
Perhaps the businesses should ensure that the name of the person who books the property online should match with the ID.
