It is mostly accurate but it does not note, occasionally, where decent technocrats are in place, competent consultancies or tech firms do get government contracts (projects) without having to bribe.

Do not know how but such technocrats need to be recognized and rewarded by the Government.

Also do not think our government would discriminate against open source solutions with strong corporate backing such as Red Hat.

As all wise organizations ask, who is to be held accounatable for updates or fixes of Free or Open Source Software (FOSS) that is only community based?
