We have learnt that IEBC is going to single source the ballot papers due to lack of time. The contract is going to Smith & Ouzman - was in the newspapers in mid November. The risks are high on failure As S&O have only got 20% of the required capacity, in Nigeria they split the order between 3-4 companies to spread the risk. This is an extremely high risk decision, commercial elements aside, we could have a chaotic elections.

Is there any authority in Kenya that does proper risk analysis, it is clear the IEBC cannot plan. :(

In the Govt to Govt deal, all Kenya does is tell canada to do the procurement process for Kenya. Canada ups the specs and only invites canadian firms to tender( I mean Canada is for canadians. Not indians). The new bill comes to 7B. The Govt is told to pay upfront. Its bila K. kits cannot be released on time. IEBC says its going manual. Cabinet meets and refuses. Treasury shows cabinet that there is no k in the kitty. Cabinet decides to borrow with interest from Standard Bank.

Hmm, I can sense some feline activity here! The fact cats got their way - the hard way (as we might think), but if you did deeper, you'll uncover a well orchestrated scheme here...
 
In the end we get kits at 9B ..and have wasted a lot of valuable time bickering... this is kenya


Time = Money. This is a classic case of that saying. Waste time, waste money.
