[kictanet] Kenyan Senate: Why not in Konza?

The Kenyan Senate is to be developed for KES 6B in Nairobi? Why not in Konza? What plans are there for county teleconferencing & e-voting facilities? This, for .KE Senators who cannot travel to Nairobi (or Konza?) to participate in debates/discussions electronically. Note, this also provides electronic records of debates :)
