Mandatory sharing of infrastructure is not as useful as incentivising.
McTim, am not sure i would agree entirely with you, Joseph Stigler who among other economist made the "incentive" argument as we entered the 21st century have had to apply breaks because incentivising does not work under all conditions, sometimes the legal route is more useful. Eric here
