Moses, I have never considered any question as simplistic. I had just said that the law protecting communications infrastructure had been passed and anybody trying to interfere with it will suffer the consequence. So far fibre thieves have only been fined 10,000 but this has changed. Police have shot dead a number of them but that has not been a deterrence. We shall keep on arresting till they stop. In rural areas we have an education programme that has paid off but it does not work in urban areas. Ndemo.
