Very valid point. Africa is known to have poor disaster preparedness mechanisms. Though I am of the opinion that building resilience to natural disaster may actually mitigate the post disaster effects. This ranging from loss of life to livelihoods. Kenya's disaster portfolio is mainly droughts and floods yet is one of the disasters that can be prevented by building resilience.
