The FOI is sometimes viewed as an elitist right That only journalists and scientists/researchers are to use it)
However, consisder a situation today if you were not allowed to ask questions and get answers BY RIGHT ( as published by government in the daily papers in the last two weeks on the RVF in Kenya)?
Remember the controversy on the spread of SARS.....in the Far East...was a lack of info not a key issue?
This is how basic this right when enacted would entail..... proactive publication in the public interest.
