Oracle is a US domiciled multinational with offices in Kenya. The NHS in the UK has had some of their software created by Infosys (an Indian domiciled multinational with offices in the UK). Hopefully a transparent tender process will be followed. Protectionism will not help Kenyan companies that want to export software services.
If anyone is listening here let somebody ask and carefully evaluate options out there and make an informed decision based on the proven track record and expertise of Oracle.

Data necessary for public health and economic planning, but not all citizen data. Governments also need to be held accountable for what data they collect and the purposes it is used for.
they just need to prove that they conducted a Data Privacy Impact Assessment (based on the ruling of huduma number)
