This cannot be so. Internet penetration surpassed 20% quite a while back. For example, another report I searched now (see attached), shows Kenya's Internet penetration being 28% by 2011 ( http://en.wikipedia.org/wiki/List_of_countries_by_number_of_Internet_users). I am more tempted to believe this than the story from the Star, which is not a mainstream media house. All we need to do is to check the official figures from CCK.
