Looking at that strategy doc <https://www.ict.go.ke/wp-content/uploads/2019/05/National-Broadband-Strategy-2023-FINAL.pdf> page 14:
1.2 Definition of Broadband NBS 2017 defined broadband as (Connectivity that is always-on and that delivers a minimum of 5mbps to homes and businesses for high-speed access to voice, data, video and applications for development). A review of this definition and benchmarking of definitions of broadband necessitated a comprehensive definition of broadband for Kenya to include quality, affordability, security and the overarching aspirations of Kenya as captured in Vision 2030.
In this regard, and for purposes of this strategy, broadband for Kenya is
defined as: “Connectivity that delivers interactive, secure, quality and affordable services at a minimum speed of 2Mbps to every user in Kenya”.
No wonder operators call their offerings "broadband".
