Actually, the Kenyan minister's speech was on the treasury website www.treasury.go.ke within an hour of his delivering it.
 
I think the problem is that the Kenya National Assembly's web site is poorly served. We have lots to learn from Tanzania's and Uganda's parliaments. Kenya's national assembly does not even have an up to date order paper on the web site, whereas you will get loads of information on Tanzania's bunge website, up to date info, bills going backing 10 years and more.

Just checked the National Assembly website and the Budget Speech which was read by the Finance Minister, Hon Kimunya yesterday has not been po sted yet…probably we need to learn a few things from our southerly neigbours! See below
