I guess Vincent and his team are best placed to answer about the statistics. However if you look at the authoritative http://ccnso.icann.org/about/member-profiles/ke.htm the number is given as 11,248 as at August 2009.
 
I also take Davids comment seriously - do we assume many are familiar with how ICANN and Internet Governance work? I think in our IGF meetings more emphasis needs to be put in those basic awareness areas. For those still asking, TLD stands for Top Level Domain, thelast part of a domain name such as .ke, .org or .com.
