Tech people also have the capacity to understand regulatory issues.
 
Most of the organizations that CCK will have to regulate are not run by lawyers but people with technical backgrounds (in the case of telkos and ISPs) and journalists (in the case of media houses)

Regulation is about laws so lawyers are the best placed to deal with the issues without getting bogged down in the tech issues.

Might you be interested in a wager on who will be selected and how soon after the decision will be challenged in court?
