Arent they supposed to validate your id number by looking at your ID while registering you? The control is that all National ID numbers are unique (same control used in mpesa). If you ask me, What should have happened is for them to delete all repeating entries, and leave the burden of proof on the registrants. At least the database would at all times then be accurate.
