1. Regulator building national fiber infrastructure is a VERY BAD recommendation, am sorry. Regulator is Referre and MUST remain asuch. 3. Develop National Information Infrastructure, please watch this too. Am surprised though that there is no recommendation for the regulator to gain MORE AUTONOMY and INDEPENDENCE through laid out engagements with the government and more oversight from the industry stakeholders.
