In perhaps a preview of how things would turn out if governments controlled the global Internet (i.e. captured ICANN), the Government of China has banned individuals from registering internet domain names and launched a review of millions of existing personal websites in the toughest government censorship drive so far on the internet. To register a domain name one must now present a business registration certificate (http://www.ft.com/cms/s/0/bc9684f6-e95d-11de-be51-00144feab49a.html?nclick_check=1). This type of top-down decision-making is common in China resulting in numerous pronouncements and edicts, some, like this one, mind-boggling. It reminds one of the mushroom management style where the people are kept in the dark and once in while some cow dung is flung in their direction.
