The minute the Government wears the cap of "in public good", it certainly would become harder to even rationalise.

My parting shot on this matter: A good place to start the engagement with the said Authority in the event it is deemed that there is no need for this (or even if there is), is to ask for justification for the statements. The Authority should be able to bring forth from its research and analysis.
