This 'Journal Publishing' thing is a massive scam! - if you are a research scientist, you have to agree with their terms in order to get published in a 'respectable' journal! I think it's all about the pay wall. An easier way for the publishers might be to just publish the content under the desired license guidelines while retaining the rest of their staff within the walled garden.
Which is terrible because most of that research relies on freely available information.
