Hey David, 

I think Law makers should uphold constitutional rights (in this case right to privacy) and set out parameters for the Revenue Authority to execute its manadate. 

Before creating a situation that could violate the right to privacy. Lawmakers should first consider establishing safegurads or consider alternatives that have a less risk of violating peoples rights.

We talk about privacy by design and default in data protection, this can also be applied by Lawmakers in how the uphold constitutional rights in the Laws they make.
