Based on available sources, it is a good solution but not practical.

IOT or RFID will need some form of power source and be able to transmit that tracking signal. Physical damage/theft will make these RFID/IOT devices candy for our back street markets   I can't see any practical way of achieving this affordably and safely.

The problem being solved "end-to-end tracking of cylinder" seems to have been technically solved, the challenge might be enforcement. When you get a gas cylinder, I recall that you are issued a receipt that uniquely identifies the cylinder and batch (Total Energy case study).  Collate all this information and have a solid supply chain from factory to consumer  (this might be an Excel problem that has been solved).  

There are better ways of tracking these black market refilling stations. 

Knowing how risks have been addressed in the program will be insightful.

The tracking will be done using Internet of Things (IoT) or Radiofrequency identity (RFID) chips, providing visibility from import points to end-consumers.
