ERP's may improve revenue collection, but without CRM's, poor citizen service will continue.

ERP's / CRM's will help gauge organizational performance - who or what is promoting or hindering integrity, efficiency, liquidity, courtesy, etc.

(ii) How much $$ do we need on average, per annum, per police station, to provide working transport & technology to make Kenyan police more accessible?

With increasing threats to national security, this is no doubt a pressing issue.
