To clarify, those that rely on Signet and PANG, to access these channels can't access them at the moment. 

Those that don't, i.e. Startimes, DSTV, Zuku, can still access these channels. The TV stations themselves are also reporting that they have been switched off. Citizen has also released a statement on the same.

I must dispute your assertion. Mine is a free to air decoder and NTV is live. Victor has also confirmed on his end the channels are available on free to air. Citizen is not on, but I would be hesitant to jump on the claim that CA has switched it off. It could be a problem with their signal because I have experienced trouble with that channel even before today.

It's been pulled off the air from free to air. If you have a decoder you still have NTV though Citizen is offline. That said I shared screenshots of live reporting so know I not making this up.
