I must dispute your assertion. Mine is a free to air decoder and NTV is live. Victor has also confirmed on his end the channels are available on free to air. Citizen is not on, but I would be hesitant to jump on the claim that CA has switched it off. It could be a problem with their signal because I have experienced trouble with that channel even before today.
