You are correct. Reading the story and following the unfolding Catalonia drive for Self-Determination it looks like the Spanish Authorities are coming down hard on anyone or symbol seen to encourage Cessation. 

This is unfortunate but expected. We are increasingly seeing reactionary action from Governments the world over to curb freedom of expression. It would be interesting to see how the Global DNS Community and especially ICANN react to this.
