Adam Great points. I think if the designers were looking at (in my humble opinion) emulating the Estonia and Singapore case studies then they are on to a great start. I'm thinking also (not sure though as it might just be serendipity) that they are using an iterative process to develop this. One thing that definitely is a major UP is the use of local IP to develop the payment gateway! Great start Team Kenya Government! It looks great and well designed. Two comments:
1. This site should really be https everywhere. I see that the form submits to an https site but how does one validate that ahead of time without looking at the source? 2. I know it's 'eCitizen' but it would be nice if this worked for legal residents as well. Most legal residents don't have an ID that works in that system unfortunately.
Otherwise, great stuff!
Cheers, Adam

+ Aly, Walu, Dorcas for these observations,
First off i appreciate that we are having such an encouraging conversation about the eCitizen government portal, for those who have had first hand experience on it. I think it is important to see that these comments will help improve the services and also express the fact that it is functional.
I encourage that we continue to give our comments so that we can see the improved use of ICT's in government.

Hi All,
Wanted to pass a thumbs up to the ICT Authority Team, i used the eCitizen portal to apply for a duplicate DL recently.
All worked out very well.
Thumbs up to the Pesapal team, that payment went very well!
NTSA customer service was great.
Times tower 3rd Floor team was bit slow, i forgive them as i got our old paper booklet DL version for the replacement.
I did not leave my desk to have these going which was even greater! My messenger collected the DL painlessly too.
Kudos to all behind the work. I guess Dr. Matiang'i, Victor, Dr. Getao, Harry, Mugambi and entire team.
