On the face of it ..... some entity in the UK. In reality, it could be someone who is disguising themselves. The Admin Contact address belongs to someone going by some name which is not Gaius, Theophilus (as gleaned from looking up the address from FB).
So I'd say a cybersquatter, as I've seen the entity asking for hundreds of UK£ for someone to purchase a domain from them, as you probably want to:)
