The explanation that duplicate national ID registrations came about through data entry errors can only mean that the system failed to implement data integrity checks when committing data to the main database - if the assumption that national ID numbers are unique is valid. The control is that all National ID numbers are unique (same control used in mpesa). Unless we want to say that there are people with different IDs that have the same national ID number

I suspect the offline nature of collection of data and biometric information might have resulted in multiple data points in cases of genuine ID number shared between more than one person (how that happens I have no clue) or trying to register more than once. If you ask me, What should have happened is for them to delete all repeating entries, and leave the burden of proof on the registrants. At least the database would at all times then be accurate.
