Hi Mark, Thanks for clarifying things. The response notes that key stakeholders are being engaged as the report is being worked on. I wonder who is representing the public in these, if there is any one how we're they chosen? If there isn't why is that? Is the public supposed to come in at the tail end of the process when every other stakeholder has had their input and the reports may have morphed several times? We are the main stakeholder here. In fact I'd go as far as say the only only one that matters. My original demands still stand. I want to see every version that exists of this report. You can redact the parts that give away competitive advantages(and let's not kid ourselves here, the only one with these is Safaricom). I will not accept just the abridged version you mention in this statement. Touched not typed, excuse typos On 4 Jan 2018 17:42, "Mark O. Okuttah via kictanet" < kictanet@lists.kictanet.or.ke> wrote:

Mark
Thanks for your responses. As I was reading through the history of this saga I bumped into this story dated back in March 2017..

Abit of sensational journalism at play here?
The CA should put these rumours and stories to rest by sharing with the community the original report and the revised one.

Whenever you hear anyone close to the politburo in KE talk about "stakeholders", they almost without doubt mean KEPSA.
KEPSA represents every imaginable stakeholder, even the nonexistent.
Did you hear Matiang'i say the new curriculum was exhaustively discussed with "almost" all stakeholders? Parents have not been consulted. He meant KEPSA :-)

Who was involved in this wide consultation? I didn't see any call for public participation on the CA website <http://ca.go.ke/index.php/ca-public-consultations>. I'm getting increasing frustrated reading about a report that everyone but me, and by extension the public, seems to have read. I would remind the CA that the frequencies these companies operate on belong to the public and are licensed on our behalf. We deserve to see these reports. Therefore I'm making the demand here and by email directly to the CA after this for:
1. The original report by Analysys Mason 2. This revised report 3. Details on when the "wide consultations" happened, who attended, what was discussed there and documentation of who made what comments.
This is not a matter of national security so these details need to be in the public domain. It's ridiculous that these things are still under wraps after all this time.

Is this headline misleading or what? :-)
A revised competition report by the telecommunications industry regulator has dropped the controversial proposal calling for the splitting of Safaricom into separate business units, drawing the ire of its rivals.
Airtel, Kenya’s second-biggest telecommunications company after Safaricom, hit out at the Communications Authority of Kenya (CA), saying failure to finalise the dominance debate and watering down of the report was hurting the smaller operators.

I don't know about you but I personally would love to get a glimpse of this 'revised report'.
I hope someone from CA is listening and remembering that we have a right to that report..At least that's what the constitution tells us.. :-)
