broadband policy would reign in deficient and below par service 
providers. Most ISPs have got away with providing lucklustre service 
because there are no strong regulations that would compel them to 
fulfill their obligations of providing unfettered, low latency and 
efficient Internet services to their clients. <br>
<br>At a minimum regulation enacted should define the minimum quality of
 service a customer would expect from an Internet service provider.
