Check the media. I don't know what "land registration calls" means but I recall even the Ministry of Lands was already undergoing digitization when Orengo was there, unless someone was blowing hot air. The digitization of the motor vehicle registration should be the simplest to undertake - discuss and enter into an understanding with the Australian govt, to support the project by helping Kenya adopt their system, get some staff trained and then let them implement the system here. I refer to the Australian system because it encompasses the whole vehicle registration, inspection, insurance, traffic offence management... and perhaps that would also help digitize our Traffic Police so that offenders are identified on the spot across the country because of a central database. In this one, I know the it would help to get some company make money during this time to eat anyway, but it would make a lot more sense to have it implemented as a govt-govt venture.
