Dear All,
I attach a two page brief explaining why given the current consortium model EASSy will not result in a Paradigm shift in ICT in East Africa. This summary is underpinned by extensive research and I am eager that it should reach as wider audience as possible. Please re-distribute to whoever and on whatever lists you see fit. I will also gratefully receive any suggestions, comments and advise on how to further develop the argument.
