That's my point exactly Mwendwa. Whilst I agree with Dorcas we need some order the issue is how to attain that order. There must be engagement with all stakeholders. For example in the space of Ethical Hacking. There's a Global Certification. Yet some of the most talented Ethical Hackers who used to be Black Hat Hackers will sneer at you in disdain if you talk about Certification. Another one is a Digital Expert. There are certifications for sure but some of the most prolific professionals in this field self-learned long before most of us understood what that term meant. My point is simple. We need a deep and inclusive discourse on this issue to ensure we weed out Gatekeepers and RentSeekers whose only motivation is TenderPreneuring. If the community engages in a proactive manner with the government we will reach an amicable place where we will weed out all players whose only motivation is to seek Government Tenders. I wonder who among those would be considered an ICT pro in Kenya.

WHO IS AN ICT PRACTITIONER?
And who is this WATCHDOG who will abrogate himself/herself the role of GateKeeper and RentSeeker?

Who has helped to weed out quacks proactively in most instances - it is the industry associations working with the governments. An angle to borrow from.
"....He said the authority will in the next couple of weeks launch ICT standards where every professional in the field seeking to serve public service must comply. “One of the things which we are doing very soon in the next couple of weeks, is that we shall be launching ICT standard, these are ICT national standards and we plan on having them effective from first of January and based on that vendors will have to comply with the standards,” said the CEO, adding that those who will not comply to the standards will be blacklisted..."
How might the players engage in the discourse to give it shape while keep its jelly-nature?
Be blessed.

All Information Communication and Technology (ICT) professionals will now be vetted to weed out quacks and sanitise the industry, ICT Authority chief executive officer Robert Mugo said yesterday. He said the authority is alarmed by the rising of cases of individuals and groups masquerading as ICT experts seeking to tender for services in the counties. Read on:-
