Victor, More often than not, openly reporting fraud is not (commercially or professionally) practical. You will make enemies in the organization (meaning no more business or promotions from those who remain). Recently, a public official told me how his colleagues penalized a firm which exposed fraud in their department. Using a loophole in procurement law/regulations, the IT firm was just locked out of the re-tendering process. The public officer concurred, the penalized IT firm was correct about the fraud (scheme) it exposed. Employees who openly expose their colleagues involved in fraud are also likely to be penalized. As such, the CID should not wait for incidents to be openly reported before initiating investigations. Anonymous tips can be very valuable :) Regards Murigi / Stanley Muraya *"Better a patient person than a warrior, one with self-control than one who takes a city." We need legal support (law enforcement) for industrial reform so local IT firms are no longer mistrusted.
Just heard from someone in an IT firm struggling with a 20% kickback (Bank IT insiders are demanding).
The less we get paid, the less we can pay for skill/talent. The CID should help us clean up our industry.

What (kind of riot) would happen in the US Senate and Congress if the USG ignored local firms/talent to host such sensitive state data outside the US? Regards Murigi / Stanley Muraya "Better a patient person than a warrior, one with self-control than one who takes a city." Prov 16:32

One thing that definitely is a major UP is the use of local IP to develop the payment gateway! Great start Team Kenya Government! Regards

It looks great and well designed. Two comments: 1. This site should really be https everywhere. I see that the form submits to an https site but how does one validate that ahead of time without looking at the source?2. I know it's 'eCitizen' but it would be nice if this worked for legal residents as well. Most legal residents don't have an ID that works in that system unfortunately. Otherwise, great stuff! + Aly, Walu, Dorcas for these observations,
First off i appreciate that we are having such an encouraging conversation about the eCitizen government portal, for those who have had first hand experience on it. I think it is important to see that these comments will help improve the services and also express the fact that it is functional.
I encourage that we continue to give our comments so that we can see the improved use of ICT's in government.

Hi All,
Wanted to pass a thumbs up to the ICT Authority Team, i used the eCitizen
portal to apply for a duplicate DL recently.
All worked out very well.
Thumbs up to the Pesapal team, that payment went very well!
NTSA customer service was great.
Times tower 3rd Floor team was bit slow, i forgive them as i got our old
paper booklet DL version for the replacement.
I did not leave my desk to have these going which was even greater! My
messenger collected the DL painlessly too.
Kudos to all behind the work. I guess Dr. Matiang'i, Victor, Dr. Getao,
Harry, Mugambi and entire team.
