McTim The ICT Policy in Section 5.10 envisages sharing and states as follows: " 5.10 Facility Sharing The Government will promote sharing of natural sites,physical infrastructure and co-location of ICT facilities by licensed operators." Sorry for taking the discussion backwards maybe the word promote should be replaced with Compelled, what do you think? Mandatory sharing of infrastructure is not as useful as incentivising. Unfortunately in the world of Telecoms i do not think the authorities can equal the market incentives and so you will always find that Mandatory requirements will be more effective than "lets be good neighbours and love thy competitor and the environment policies". It's all about the cash and market share. So why give a competitor access to strategically located infrastucture so he can access your clients. I think this is a challenge especially for incumbents who painfully opened up markets in what was then virgin territory. badru
