Cross-browser testing can be completed within a reasonable amount of time and cost...we even have free tools out there that shoots out 66+ browser renditions of GUIs at the click of a button thereby allowing one to see what the user experience would be like depending on their browser + platform combo. As often as standards change, I can see where an organization might shoot to only support a browser type or platform, but again, from a design perspective, a simple css file (or something similar) can be used to drive behavior most importantly look and feel across multiple browser types.
