There is something haphazard about the rushed digitilisation of every aspact of citizenship in Kenya. From NTSa to new passports, to lands to NEMIS. 
Government should first create a policy framework, mapping out all these projects, the actors, the buck where everything stops and most importantly, just spell out the purposes that the big data they now have will be used.

Why are we as a country investing millions of dollars in ICT Platforms to help in G2C interaction and then ask us to go back to the Nyayo House era of lining up for driving licenses? What am I missing here?
