While we may be dismissive of this because we have the technical skills to by pass anything the govenment tries doesn't mean this is not a bad law, what happens if someone shares a video or audio to FB or Twitter? The implications for free speech could be huge. I think this is coming of the back of the Music Policy? I wrote about the implications for tech on my blog( http://cdohnio.blogspot.co.ke/2015/05/what-you-didnt-know-about-national.htm...) highlighting exactly this problem and a couple of others.
