Thanks Ali. To add to that, laws are never implemented retrogressively. An example is when IP addresses started being controlled by Regional Internet Registries, all legacy companies that had been allocated large blocks of IPv4 addresses (/8) continued to own their /8 prefixes. Xerox, General electric, IBM, At&T, HP, Apple, MIT e.t.c still holding /8 addresses that were allocated prior to formation of Regional Internet Registries. I'm trying to put this debate into perspective, you cannot hurt existing businesses.
