The "commissions" earned by awarding new tenders may encourage us to get rid of working legacy systems + data therein. We should emphasize data is not just text but includes, images, audio, video (audio/visual recordings of criminal offenses have a way of being lost). We must require protection of data while it is being migrated to a new system.
