As at 1300 hours Dr. Ezekiel Mutua (albeit under coercive pressure from the stakeholders),  unequivocally stated that the draft proposed bill was done away with during today's stakeholder meeting.

The way forward as resolved at the meeting is to develop a new policy framework on which industry legislation can be founded on, to review the Proposed 2012 Films Bill as well as review and possible amendment of the current statute Cap 222.

attention to this bill...

In particular to chapter 39 which specifically refers to Internet Service
Providers. I think in their zeal to create a solution where no problem
exists they are forcibly trying to provide service providers into being
enforcers of said bill. This would at worst mean Forced DPI on the service
providers end, which I might argue is an infringement on privacy: a
fundamental right, yes?

What we have here is a clique of individuals given the responsibility to
assist with regulations but they are totally clueless about the industries
they purport to regulate, so once again we have proposed senseless
regulations with adverse effects to the affected industries if implemented.

We as knowledgeable stakeholders must lobby to ensure that the right people
are appointed to these posts, or else similar situations will just pop up
sooner rather than later.

Greetings from Strathmore.

The Kenya Film Classification Board (KFCB) has published the Films, Stage Plays and Publications Bill (2016) as part of reviewing the existing the Film and Stage Plays Act Cap222 with the aim of aligning it with the Constitution of Kenya (2010).

As an effort to use technology to supplement existing public participation avenues in Kenyan law making, we have developed Jadili <http://jadili.ictpolicy.org/docs/kfcb2016>, an open source project running on Madison <https://github.com/opengovfoundation/madison>  as a transparent tool for aggregating pubic sentiments, comments and annotations to specific parts of proposed laws.

We hope you can use Jadili to read the Bill, support or oppose it, single out specific clauses and provide alternative wording. This, we think, is a progressive path to constructive public participation as it avoids the general good/bad dichotomy while giving the drafters much more insight into which parts of the Bill need revision.

After the public participation window closes, we send ALL input as received to the drafters for their consideration.

I hope you will use Jadili and if you have any suggestions to improve on it, that will be greatly appreciated.
