There are a lot of books in the public domain. Classics, in particular. 

I am just STILL irritated that the government is late on paying the balances for free primary school but wants to buy laptops. 

Does anyone share my pain? 

Also, address teacher shortages first, teacher training second, and then, laptops along with concomitant teacher training for the electronics. 

Seems like a boondoggle to me. They are just chasing Rwanda.
