Maybe Kenyan procurement (laws) do not prioritise good leadership (reputations not associated with bribery + deception) + practical experience + certification of skills. Nigerian Agriculture Minister, Dr Akinwumi Adesina (former VP of AGRA), has been named Forbes African Person of the Year for his reforms to the country's farming sector. He has made use of ICTs to transform how inputs are procured, cutting out corrupt deals, and shifting mindsets towards agriculture as a business.
