Post Paid customers are able to notice this on there bills. Prepaid customers will never know.  How much will they have collected above what they should charge? Who will protect the consumer?  Who will audit?

I did. And I called Zain to ask them about the calls to Russia. Their CS haven't responded to me to date and I have not paid my bill. I'm still wondering why Orange numbers are perceived to be calls to Russia and charged as Int'l calls.
 


Which body is regulating the allocation of number prefixes so that we are not charged international rates  for a local call?  Can  CCK check?
