Public Private Partnership Models for ICT4D Initiatives in developing countries will only be successful if they are associated with other social policies, particularly those relating to education. In developing countries, the struggle to increase access to public services (education, security, health, justice) require a complex vision of the struggle against digital exclusion. Obviously, this does not mean that we must wait until we are able to eradicate illiteracy in order to develop ICT4D. The demands of the economy and of job creation require interrelated public policies that work with different social sectors and different rhythms to universalize public services. However, we cannot ignore the adoption of social policies.The final success of these depends on an integrated program to universalize various public services: there will not be universal access to ICT4D without universal access to other social goods. In the short term, ICT4D, which will necessarily have an impact on only the poorest part of the population, should clearly define their target priorities. It is fundamental to define priorities of target publics.Currently ICT4D activities are used by sectors of society that already have a basic level of education and a relatively higher income. A policy to universalize access to the Internet should have as a primary objective the educational network, the only place that can effectively be reached by the total population. The workplace is an important factor in ICT4D. ICT4D initiatives should create incentives to increase the number of companies that use computers and the Internet. Companies should also offer computer and Internet courses to their employees. Finally,i am emphasizing digital inclusion of individuals. Other aspects, however, must also be mentioned. In certain contexts, ICT4D initiatives could be an important instrument to improve the collective quality of life in low-income communities, making available information and services of great cultural, social and economic utility. Such initiatives include the TEAMs initiative with various Telco Operators, the Ministry of Education Kenya ICT Trust Fund with Microsoft, the World Bank TCIP (Transparency & Communication Infrastructure Project) with the Kenya ICT Board amongst others.
My general opinion is that managing such alliances is bound to be problematic given the diverse and often conflicting motives of the players - particularly when one side (Govt) is heavily procedural, Private Sector is moderately procedural while the Civil Society is largely un-procedural (methinks). How then, does one harness such dialectic groups to read from the same ICT4D script and what are the Challenges experienced?

Harrry Hare has just been elected the new Coordinator of the EAICT4D Network. This is another plus for the Civil Society given Harry's good network in East Africa and advocacy skills. Harry has played a major role in ICT4D activities in the region and is knowledgeable in the field. The election of Harry to this important office is therefore a recognition of his skills and contribution to the ICT4D in the region.
We wish him well and hope he will consider pending issues such as open access and unified licensing in the communication sector as priority for advocacy.
